Uganda’s total population is estimated at 45.9 million (National Census, 2024) with an annual growth rate of 2.9% per annum. Between 85% and 90% of the population live in rural areas and derive their livelihood from agricultural related activities. The incidence on poverty if highest among the food crop producing category in the rural areas due to low income, with 31.1% living below the poverty line.

It has come to the attention of the Ministry of Water and Environment, that there are false advertisements circulating in mainly the social media relating to the Construction of Sipi, Namalu and Unyama Irrigation Schemes. These are advertisements are false, misleading and NOT published by the Ministry of Water and Environment

The Government of Uganda, through the Ministry of Water and Environment (MWE, the Lead Agency), Uganda Wildlife Authority (UWA), and National Forestry Authority (NFA), is executing the "Uganda – Investing in Forests and Protected Areas for Climate-Smart Development (IFPA-CD) Project." This project is financed through contributions from the World Bank and counterpart funding from the Government of Uganda.

The Government of Uganda (GoU) with support from the International Development Association (IDA) is implementing the Irrigation for Climate Resilient Project (ICRP). The project will provide farmers in the project areas with access to irrigation and other agricultural services, and establish management arrangements for irrigation service delivery.

The project has three components: Component 1. Irrigation Services; Component 2. Support services or agricultural production and value-chain development; and Component 3. Institutional Strengthening and Implementation Support.

The purpose of this Audit is to evaluate environmental and social compliance of ICRP project components that are covered by the ESIA certificate of approval issued by NEMA on July 2, 2020 and propose mitigation measures for any non-compliance with the provisions in the Environmental and Social Management Plans (ESMMPs) for Kabuyanda Irrigation Scheme and auxiliary facilities. The ESA will also make recommendations for improving the operating and environmental conditions for long-term sustainability of the ICRP investments.

The Government of Uganda through Ministry of Water & Environment has received financing from the Green Climate Fund (GCF) in form of a grant towards and has allocated funds to be used for Construction of Water Storage Tanks in Government Aided Schools and Health Centres Under GCF Project in Districts of South Western Uganda;

The IFPA-CD project is jointly developed and implemented by Ministry of Water and Environment (MWE) as the Lead Agency and Ministry of Tourism, Wildlife, and Antiquities (MTWA). The project implementation period is 6 years and it seeks to improve sustainable management of forests and protected areas and increase benefits to communities from forests in target landscapes.
