PROCUREMENT OF PROJECT SUPPORT TEAM (INDIVIDUAL CONSULTANTS) FOR THE IRRIGATION FOR CLIMATE RESILIENCE PROJECT

The Government of Uganda (GOU) represented by the Ministry of Water and Environment (MWE) has received financing from the World Bank towards the cost of the implementation of the Irrigation for Climate Resilience Project (ICRP).  The project development objective (PDO) is to provide farmers in the project areas with access to irrigation and other agricultural services, and to establish Operation and Maintenance arrangements for irrigation service delivery. The 6-year project is being implemented by Ministry of Water and Environment and Ministry of Agriculture, Animal Industry & Fisheries.

The Ministry of Water and Environment therefore wishes to recruit the Project Support Team in the area(s) below for duration of two years (renewable subject to satisfactory performance):

 

Position: Monitoring and Evaluation (M & E) Specialist.

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The objective of this assignment is to ensure overall coordination and leadership for monitoring and evaluation of the project. The selected Consultant is responsible for ensuring accurate and comprehensive data collection and analysis of results to report on progress towards achievement of project objectives. This involves working with the technical team members to develop appropriate indicators, targets and methods for collecting information on project activities and assist with analysis for evidence-based decision making for project improvements.
 

Position: Environmental Specialist.

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The objective of this role is to ensure that the implementation of sub-projects /activities is in conformity with Uganda’s environmental policies and laws, and the World Bank (WB) environmental safeguards policies. Special attention shall be paid to risks that can occur before construction, during construction, and when any facility breaks down and mitigation measures before, during and after construction.

 

Position: Social Safeguards Specialist

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The Social Safeguards Specialist shall work with the PST, the Contract(s) Supervision Consultants, and the ICRP Implementing Directorates/ Departments of the Ministry of Water & Environment, and the relevant District Local Governments/ Municipalities to implement the Resettlement Action Plans (RAPs), Social Risk Management Plans (SRMPs), Gender Mainstreaming Plans (GMP), Community Engagement Plans and the Community Development Action Plans (CDAP).

 

Position: Procurement Specialist

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The objective of this assignment is to ensure timely implementation of the procurement process in accordance to the procurement plan to ensure timely acquisition of goods, works, Non-Consulting services and consulting services. The selected Consultant is expected to play a key coordination role between all stakeholders in in the procurement cycle.

 

Position: Agri-Business Specialist.

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The Agribusiness Specialist will lead Strengthening of Farmer Groups for Value Addition and Market Linkages. This will include building the capacity of value chain actors for improved post-harvest handling, agro-processing and enhanced market access. The Agribusiness Specialist will collaborate with relevant departments, institutions, and service providers in the development and execution of agribusiness interventions.

 

Position: Communications Officer

Functional Reporting to: Project Coordinator (ICRP)

Job Purpose

The objective of this assignment is to oversee the project communication strategy and activities related to project outreach. The selected Officer is responsible for promoting and creating awareness on Project Objectives, Activities and Results.
