The Stakeholder Engagement Plan (SEP) for the Uganda Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) project is a comprehensive framework designed to guide inclusive and meaningful interaction with all project stakeholders throughout the project’s lifecycle. It outlines strategies for identifying and analyzing stakeholders—including primary groups like local communities and the marginalized Batwa ethnic group, secondary influencers, and vulnerable populations—and details methods for effective information disclosure, consultation, and feedback. The plan establishes a Grievance Redress Mechanism (GRM) to address concerns and emphasizes principles of free, prior, and informed consultation, ensuring that engagement is accessible, non-discriminatory, and culturally appropriate, particularly for the most vulnerable, to foster project understanding, ownership, and successful implementation.

The Uganda Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project is a Government of Uganda initiative, co-financed by the World Bank, aimed at improving the sustainable management of forests and protected areas while increasing benefits to communities in target landscapes of western and north-western Uganda. Structured around four key components—Improved management of protected areas; Increased revenues and jobs from forests and wildlife; Improved landscape management; and Project management and monitoring—the project focuses on enhancing ecosystem services, generating revenue, and supporting resilient livelihoods, with particular attention to raising the incomes of women and communities in refugee-hosting districts.

The project Occupational Health and Safety Measures aim to provide guidelines on how work will be executed during implementation of IFPA-CD Project to ensure that health and safety of the workers are adequately managed to prevent injuries and loss of lives during the course of employment. Occupational Health and Safety Measures has been developed in a manner consistent with the World Bank’s Environmental and Social Standard (ESS) 2 on Labour and working conditions in addition to relevant GoU legal and regulatory framework, World Bank Group General Environmental Health and Safety Guidelines (WBG EHS Guidelines), International Labour Organisation Conventions and other Good International Industry Practices.

Financing Agreement- with signed minutes & Attachments IFPA-CD Project

The Mid Term Review (MTR) evaluation was conducted to assess the progress made by the project towards achieving its objectives, identify challenges and opportunities, and make practical recommendations for the project to effectively deliver on its objectives and targets, including any adjustments in scope and implementation as may be deemed necessary. This report summarises the MTR’s main findings, conclusions and recommendations.

The Stakeholder Engagement Plan (SEP) was prepared at the start of project implementation to guide stakeholder engagement and disclosed in 2021. The SEP defines programs for stakeholder engagement, describes commitments and process for stakeholder engagement and outlines ways in which IFPA-CD project implementation team communicates with stakeholders. It includes mechanisms by which people can raise concerns or make complaints and receive feedback on issues of IFPA-CD project implementation.

The Project Development Objective is to to improve sustainable management of forests and protected areas and increase benefits to communities from forests in target landscapes.

An Environmental and Social Management Framework (ESMF) outlines mechanisms for the screening of proposed project activities and identified potential environmental and social impacts and their subsequent management.

Project Implementation Manual(PIM) for IFPA-CD Project

The GRM is an inclusive and participatory entity that is aimed at facilitating communication between conflicting parties, promoting dialogue, and facilitating a reasonable agreement between the parties to a grievance.

Forest Partnership and Partnership for Forest Development Project (P4F)

The Republic of Uganda through Ministry of Water and Environment has requested for additional financing from the World Bank toward the cost of Integrated Water Management and Development Project-Additional Financing (IWMDP-AF). The Clean Development Mechanism (CDM), defined in Article 12 of the Protocol, allows a country with an emission-reduction or emission-limitation commitment under the Kyoto Protocol (Annex B Party) to implement an emission-reduction project in developing countries. Such projects can earn saleable certified emission reduction (CER) credits, each equivalent to one tonne of CO2, which can be counted towards meeting Kyoto targets.

The mechanism is seen by many as a trailblazer. It is the first global, environmental investment and credit scheme of its kind, providing a standardized emissions offset instrument, CERs.

IFPA-CD, Uganda’s Conservation Success:

The Simu- Muyembe community-based management plan (CBWMP) is developed under the “Strengthening Adaptive Capacity and Resilience of Communities in Uganda’s Watersheds – Awoja
Catchment (SACRiAC) – Project” with funding from the Global Environment Facility (GEF) and the African Development Bank. It is presumed that the ten-year plan will ensure the sustainable use and conservation of Simu-Muyende wetland so that it can provide benefits to the community.

The communities around Komirya wetland, civil society organizations, traditional and political leadership of the six sub counties of Kongunga, Aligoi, Kocheka, Kolir, Aminit, and Kachumbala and Bukedea District Local Government provided invaluable information about wetlands management issues and contributed greatly to designing appropriate management and conservation strategies
contained in this plan.

The Nalugugu community based management plan (CBWMP) is developed under the “Strengthening the Adaptive Capacity and Resilience of Communities in Uganda’s Watersheds in
Awoja Catchment – SACRiAC project” with funding from the Global Environment Facility (GEF) and the African Development Bank. It is presumed that the ten-year plan will ensure the sustainable use and conservation of Nalugugu wetland so that it can provide benefits to the community.
