The Natural Resources, Environment, Climate Change, Land and Water Management (NRECCLWM) Programme held the 1st Programme Working Group(PWG) Meeting for FY 2026/27 at the Ministry of Water & Environment on Friday 2nd October 2026.
The meeting was Chaired by the Commissioner Water Quality Management Department; Ms. Lillian Idrakua on behalf of Programme Chair; the Permanent Secretary; Dr Alfred Okot Okidi.
The objective of the meeting was to consider and agree on vote level allocations in response to the PS/ST call for all Programme technical heads to hold PWG Meetings and submit the agreed actions to Ministry of Finance, Planning and Economic Development by 15th October 2026.
The meeting therefore kick started the preparation process of the FY 2027/28 Programme Budget Framework Paper(BFP).
The meeting therefore considered from the 1st Budget Call Circular(BCC) for FY 2027/28, the Internal Budget Calendar, Budget Strategy, the Annual Programme Performance Report(APPR) for FY 2025/26 and Proposals for new projects.
It was agreed to hold an Programme internal budget conference on 14-15 October 2026 for an indepth discussion of the draft Programme BFP and an Annual Programme Review meeting on 27-28 Oct 2026 to launch the APPR
The meeting was attended by all the programme stakeholders including representatives from the Ministry of Water and Environment, Kampala Capital City Authority (KCCA), Office of the Prime Minister, Ministry of Lands, Housing and Urban Development, Ministry of Finance, Planning and Economic Development, National Environment Management Authority , Uganda Land Commission and representatives from the Uganda Local Government Authority.
