Oyam 7the October 2026: The Ministry of Water and Environment through its Water and Sanitation Development Facility - North (WSDF-N) has technically handed over a completed Water, Sanitation and Hygiene (WASH) and infrastructure facilities to three schools in Oyam District.
The beneficiary schools are : Loro Primary School, Loro Secondary School and Odike Primary School. The handover follows the substantial completion of construction works and the start of the 365-day defects liability period,all identified snags will be rectified during this period.
Facilities have been handed over to the respective school administrations following requisite training on operation and maintenance.
Speaking during the handover exercise that started at Odike Primary School and concluded at Loro Secondary School, the Deputy Branch Manager WSDF-N, Eng. Sinandugu Silvaster said the intervention is part of the larger Climate Resilience and Water Infrastructure for Refugees and Host Communities Program in Northern Uganda.
The program is funded under the German Financial Cooperation with Uganda. Project No. 3, the EU-financed WASH Infrastructure in Schools Project, is funded by the European Union through KfW under the EU Programme Gender for Development Uganda (G4DU) and is being implemented across the Acholi, Lango and West Nile Sub Regions in the districts of Oyam, Yumbe, Kitgum, Maracha, Koboko, Pakwach, Nebbi, Lamwo and Omoro.
The works at at Loro Primary School covered construction of a 2-stance latrine for staff, 10-stance latrine for girls, 6-stance latrine for boys, 2 blocks each with 3 classrooms, construction of a 2-unit staff house, renovation of 1 block with 2 classrooms, renovation of a 2-unit staff house and renovation of 2 blocks of latrines each with 6 stances. While at Loro Secondary School the construction covered construction of 5-stance latrine for boys, 5-stance latrine for girls, 2 blocks each with 2 classrooms, 1 block with 3 classrooms, renovation of a 3-classroom block and renovation of a 2-unit staff house. And at Odike Primary School covered construction of 2-stance latrine for staff, 6-stance for boys, 8-stance for girls, 1 block with 2 classrooms, 1 block with 3 classrooms and renovation of a 2-unit staff house .
The facilities are expected to improve access to safe and inclusive sanitation, enhance learning environments, and promote girl child retention and empowerment - a core objective of the G4DU programme.
The handover was witnessed by the Oyam DLG led by the RDC,Chief Administrative Officer Oyam, Town Clerk Loro Town Council, SACAO Loro Sub County, LCV Chairperson, DEO, District Engineer, DWO, LCIII Chairpersons, Head teachers, PTAs, BOGs and SMCs of the respective schools.
