I am pleased to welcome you to the Water Utility Regulation department, an important interface through which we share our mandate, values, and commitment to safeguarding the quality, reliability, and sustainability of water supply services across
the country.
Our department plays a central role in ensuring that water utilities operate efficiently, transparently, and in alignment with national policies and service delivery standards. We believe that effective regulation is not only a compliance function but also a catalyst for improved performance, innovation, and value for consumers.

Function

The Water Utility Regulation Department (WURD) is responsible for promoting high-quality, reliable, and accountable water supply and sanitation services in Uganda. The Department ensures that service delivery aligns with national standards, policy directives, and principles of efficiency, fairness, and consumer protection. Through its regulatory activities, WURD supports continuous improvement in the performance of water and sanitation service providers while contributing to sustainable sector development and equitable access for all citizens.

Mandate

The Water Utility Regulation Division (WURD) oversees the delivery of water supply and sanitation services to ensure they meet nationally approved standards. The Division applies a range of regulatory instruments—including gazetting of service areas, implementation of performance contracts, tariff reviews, and continuous monitoring of technical and service quality—to promote efficient, transparent, and accountable service provision. WURD also safeguards consumer interests by addressing disputes between service providers and customers and by advocating for the fundamental human right to safe water and sanitation. Through these efforts, the Division upholds fairness, enhances service reliability, and strengthens public confidence in water and sanitation services across Uganda. The Water Utility Regulation Division operates under a performance-based regulatory framework guided by the Water Act, Cap 152. The regulatory mandate aligns with this framework to ensure acceptable water supply service standards for consumers without compromising the enabling environment for water utilities.

WURD’s strategic objectives are to:
1. Strengthen performance monitoring and reporting for all water and sanitation service providers.
2. Enhance compliance with national service delivery standards and regulatory requirements.
3. Promote efficient, transparent, and financially sustainable utility operations.
4. Support continuous improvement in customer service, technical performance, and service reliability.
5. Foster innovation, digital transformation, and adoption of appropriate service technologies.
6. Facilitate effective stakeholder engagement, dispute resolution, and consumer protection.
7. Contribute to national efforts towards universal access to safe water and improved sanitation.
