About Division of meteorological research, standards and innovation

The main responsibility of this division is to promote meteorological research,uphold and promote meteorological standards as required by ICAO and WMO.

Standard section

The main responsibility is to augment Capacity Building and Motivation of Staff in order to promote the role of DMS in all aspects of national, sub-regional and regional planning and political processes. The Division undertakes these responsibilities through assisting DMS staff to:

  • Continuously develop staff professional skills;
  • Upgrade staff careers through acquiring higher qualifications;
  • Ensure staff participate in Specialised training for acquisition of new skills; and
  • Promote staff skills exchange programmes.

Research Section     

The Research Division handles research activities in DMS and the main objectives for carrying out research are mainly to:

  1. Generate information and knowledge to address current and future national development needs;
  2. Increase the relevance of weather and climate information to the various users; and
  3. Help DMS grow by supporting the operations of the various Directorates.


 National Meteorological Training School(NMTS)
National Meteorological Training Schoool (NMTS)  is a Division in the Department of Meteorological Services.

  • NMTS started in 1989 under the department of meteorology in the then Ministry of Natural Resources which later transformed into Ministry of Lands, Water and Environment.
  • It started as a training institution for low and medium level meteorologists (WMO Class IV and Class III), later it added on WMO Class II technicians following the breakup of the East African Community.

Vision: 

·      To be a reputable training institution providing knowledge, skills and Competencies in meteorology and related sciences for sustainable development. 

Mission: 

·      To produce well trained, competent and committed personnel for delivery of quality services in the fields of meteorology, aviation, forestry, environment, tourism, agriculture, Disaster and Preparedness etc.

Mandate: 

·      To train all medium meteorological personnel in Uganda which can deliver quality services to the fields of Meteorology, Aviation/Defence, Agriculture, Forestry/Agroforestry, Environment, Education.

  2. DIPLOMA IN AGRICULTURAL METEOROLOGY (DAGM)

  4. OTHER TAILORED SHORT COURSES

These are customized to the need and requirement of the respective sectors or organization. These may include a Certificate of Competence in; Meteorological Instruments and Methods of observations, Aviation Meteorology, Geographical Information Systems (GIS), Computer Applications among others.
