RWSRC-4 is mandated to provide specialized support to the DLGs in the utilization of the DWSCG and DSHCG. Provide technical support, research & development, operation and maintenance of water supply systems and sanitation facilities and follow up on UGIFT projects.
Roles and responsibilities
1. Planning, budgeting and resource mobilization
- Review all local government sector specific budgets, work plans and draft budget framework papers to ensure compliance with the budgeting guidelines.
- Support the development of district-based WASH MIS and train local government staff on the use of the WASH MIS database to improve decision making at the district level.
- Develop regional based projects under the different WASH interventions in line with the sector strategic direction.
2. Coordination, monitoring and follow up support to service delivery
- Develop on a quarterly basis update a calendar of routine oversight and local government management activities for the respective centres. This will be focusing on human resource, management information systems, improved planning, budgeting and reporting, financial management & procurement, and coordination within & among districts, CBOs, and NGOs, and operation and maintenance of water and sanitation infrastructure.
- Produce half year reports on LG compliance with management processes
- Produce monitoring reports that are presented and discussed by senior management
- Facilitate inter district learning and inter district coordination activities
- Build capacity of the DWO, NGO/CBO, private sector
- Facilitate NGO/CBO interface and coordination
- Support community mobilization, and promotion of sanitation and hygiene
- Support DLGs in procurement and contract management
3. Local government performance improvement, oversight and support of WASH investments
- Support at least 25% of the LGs, targeting those with performance issues identified in the Local Government Annual Performance Assessment (LGPA) and during the quarterly monitoring exercises
- In close collaboration with the District Local Government produce LG sector specific performance improvement plans for the poorly performing districts
- Support development of asset registers for all rural water infrastructure
- Spearhead the professionalization of management of rural water infrastructure
- Promote the development of piped water supply systems across all local governments in line with the sector strategic investment plan 2018-2030
- Promote the use of low cost- and cost-effective appropriate water and sanitation technologies
- Support the development of proposals: carry out feasibility studies, project design and documentation, detailed engineering design, and construction supervision of water and sanitation projects for communities, humanitarian and emergency response.
