The Ministry of Water and Environment (MWE) is committed to long term sustainability of water supply systems by ensuring that once the facilities are put in place they continue giving a service to the intended users. In a bid to achieve that, MWE developed the “National Framework for Operation and Maintenance of Rural Water Infrastructure in Uganda” launched in December 2019. The National Framework provides the overall guidance in the management of rural water systems outside the jurisdiction of the public water supply utilities.

The Water and Sanitation Development Facility (WSDF) is a Facility of the Directorate of Water
Development (DWD) under the Ministry of Water and Environment (MWE), with substantially semiautonomous branches. The WSDF funds and implements water and sanitation facilities in all four
regions in the country. During the Joint Water and Sanitation Sector Programme Support of
2008/09-2012/13, three WSDF branches, WSDF-Central, WSDF-East and WSDF-North were
established basing on the WSDF-SW, which was established earlier on, in 2006, following piloting of
the approach in the South-Western Region since 1996.
The WSDF approach is a mechanism for funding water and sanitation investments In Small Towns,
Town Boards and Rural Growth Centres; the WSDF branches carry out design and construction of
water supply and sanitation facilities, including the related software activities.

The Water Sources Protection Guidelines for Hydroelectric power plants describe
steps to follow to prepare a Water Source Protection Plan. The description in this
Volume is derived from the overall Framework for Water Sources Protection
Guidelines (Volume 1). The document emphasises those steps, actions and
considerations that are particularly relevant to protecting a water source for a small to
medium sized hydroelectric scheme.
The Volume is intended to be a standalone document for ease of its application by
those concerned with hydroelectric power plants. However, the user may wish to refer
to Volume 1 where appropriate so as to ensure that the guidelines in this Volume are
correctly interpreted in context of the overall framework for protecting water sources.

The Water Sources Protection Guidelines for Multipurpose Reservoirs describe steps
to follow to prepare a Water Source Protection Plan. The description in this Volume is
derived from the overall Framework for Water Sources Protection Guidelines (Volume
1). The document emphasises those steps, actions and considerations that are
particularly relevant to protecting a water source for a multipurpose reservoir or valley
tank.
The Volume is intended to be a standalone document for ease of its application by
those concerned with reservoirs. However, the user may wish to refer to Volume 1
where appropriate so as to ensure that the guidelines in this Volume are correctly
interpreted in context of the overall framework for protecting water sources.

The four volumes (2-5) of specific guidance are intended for water infrastructure
managers and relevant government officials at the national and district levels and are
intentionally concise to encourage their uptake and use. However, some users may
want, or need, a deeper insight into the water source protection process. Hence, the
purpose of this Framework volume is to present a systematic guide to producing a
Water Source Protection Plan for any type of water source.
Throughout this document, the process is illustrated using a hypothetical example of
a town with a piped water system operated by the National Water and Sewerage
Corporation (NWSC). Please note that all figures and allocated responsibilities
are for illustrative purposes only.

In these regulations, unless the context otherwise requires –
“Authority” means the National Environment Management Authority established under
section 5 of the National Environment Act, Cap 153;
“Director” means the Director of Water Resources;
“Executive Director” means the Executive Director appointed under section 11 of the
National Environment Act, Cap 153;
“proprietary information” means any information relating to any manufacturing process,
trade secret, trade mark, copyright, patent or formula protected by the law or by
international treaties to which Uganda is a party;
“waste discharge permit” means a discharge permit issued under sub-regulation (1) of
regulation 10;
“waste” includes sewage and any other matter or thing whether wholly or party in solid,
liquid or gaseous state, which if added to any water, may cause pollution.

In these Regulations, unless the context otherwise requires – “Act ” means Water Act, Cap 152 “Chairman” means the Chairman of the Committee; “Committee” means the Water Policy Committee established under section 9 of the Statute; “construction permit” means the permit referred to in sub-regulation (2) of regulation 16; “Deputy Chairman” means the Deputy-Chairman of the Committee;
“drainage regime” means the physical and hydrological circumstances that may affect drainage in a catchment, including the use of land but excluding any circumstances that arise from works that are unlawfully carried out or from any unlawful use of land; “drilling permit” means the permit referred to in sub-regulation (1) of regulation 16;

This Act shall come into force on a date that the Minister may, by statutory instrument,
appoint; except that –
(a) different sections may come into force at different times; and
(b) no date shall be appointed to bring into force division 5 of Part 11 unless the
delegation referred to under section 3(2) has been effected.
