The Finance and Administration Department is mandated to provide strategic leadership and oversight in the management of financial, human, and physical resources of the Ministry.
Its core responsibility is to ensure that all financial and administrative operations are conducted in a transparent, accountable, and efficient manner, in line with national laws, policies, and regulations.
This includes:
-Preparing and managing the Ministry’s budgets and financial reports
-Overseeing procurement and logistics management
-Administering human resource functions, including recruitment, training, and welfare
-Managing Ministry assets, facilities, and support services
-Ensuring compliance with government financial procedures and audit requirements
By fulfilling this mandate, the department ensures that the Ministry operates effectively, sustainably, and in alignment with its mission to serve the public interest.

Key functions and responsibilities
Financial Management:
Preparing, implementing, and monitoring the ministry's budget.
Managing financial accounts, including payments, receivables, and financial reporting.
Ensuring the accountability and efficient use of financial resources.
Administrative Support:
Providing logistical support for the ministry's programs and projects.
Managing office space, equipment, and other physical assets.
Ensuring general administration, coordination, and supervision across departments.
Human Resources:
Recruiting, developing, and managing staff.
Handling personnel matters and staff development.
Procurement and Legal:
Managing procurement processes for goods and services.
Providing legal services and guidance to the ministry.
Policy and Planning:
Supporting the development of strategic plans and policies.
Coordinating with other government bodies on financial and administrative matters.
Internal Control:
Ensuring that all activities are carried out in compliance with government regulations and principles of corporate governance.
Conducting internal audits to ensure proper financial and administrative controls are in place.
