From Policy to Practice: Unpacking Uganda’s 2025 Carbon Market Regulations for the REDD+ Framework
Today, the Assistant Commissioner for Forestry, Assessment & Monitoring and the National REDD+ Focal Point Uganda, Mr. Bob Kazungu represented the Permanent Secretary of the Ministry of Water and Environment to preside over a one day Round table event titled “ From Policy to Practice: Implementing the 2025 National Climate Mechanisms Regulations in Uganda’s REDD+ Framework” at Protea Hotel-Kampala.
The National Climate Change Mechanisms Regulations were launched on 30 May 2025 by the Government of Uganda to regulate and bring transparency to Uganda’s carbon market. These regulations establish a credible system for generating and trading carbon credits, positioning Uganda competitively in both domestic and international markets. The regulations also are central to advancing REDD+ (Reducing Emissions from Deforestation and Forest Degradation ) under UNFCCC.
The purpose of this roundtable event was to:
a) Enhance stakeholder understanding of the National Climate Change Mechanisms Regulations, with a focus on compliance, institutional roles, and REDD+ opportunities in carbon markets.
b) Present current and future opportunities for climate finance in Uganda
c) Advance stakeholder collaboration to address challenges, share best practices, and create action plans for implementing the regulations supporting forestry conservation and emissions reduction.
This event was attended by officers and stakeholders from UNDP, MWE, Kijani Forestry, East Africa Carbon Market Alliance, Ministry of Local Government, Ministry of Finance, Planning and Economic Development, Ministry of Energy and Mineral Development, Fair Venture Digital/ Treeo and Bio-ecosystems conservation and development Agency.
